Chapter 1 General
Article 1 (Objectives)
This rule is aimed to make a contribution to academic development by stipulating all JEET editorial and research-related principles and standards provided that the Korean Institute of Electrical Engineers published Journal of Electrical Engineering & Technology(hereafter referred to as the JEET)-related research does not disruptthe international guidelines for publication ethics (human dignity, worth and humiliation;public interests and ethics) as well as the KIEE General Research Ethics Code.

Article 2 (Subject and Scope)
This rule shall be applied to all people who contribute a paper to the JEET and get financial support (labor cost) through the JEET. However, this scope is limited for publishing the JEET under 1) the COPE(Committee on Publication Ethics:http://publicationethics.org/) Code basically and 2) the KIEE General Research Ethics Code strictly. When the JEET Publication Code may conflict with the KIEE General Research Ethics Code or the COPE(Committee on Publication Ethics) Code, the KIEE General Research Ethics Code has the first priority and the COPE code has the second priority.

Article 3 (Researchers Honesty)
Authors shall NOT steal ideas of others, in whole or in part by using them directly or modifying them superficially.
Authors shall reveal the source of the ideas in the form of footnotes or references. Besides, the authors shall NOT use ideas learned from research proposals and manuscripts for paper review in their own research.
Authors shall NOT copy, modify or manipulate in part or in whole the materials by someone else such as the texts, equations, figures, tables, photos without mentioning the original authors of the materials.
Authors shall NOT contribute the papers they have already published without mentioning their existence and try to publish them as new papers either.
If there is a possibility of unfair practice in accordance with Paragraphs 1 through 4 of this article, it shall be inquired to the KIEE-JEET publication office by fax, e-mail or other reasonable means.
If unfair practice in accordance with Paragraphs 1 through 4 of this article is found suspicious, a member of the KIEE shall report it to the JEET Editorial Boarding in a reasonable manner.

Article 4 (Allocation of Contribution)
The authors published on the paper shall fully understand the detail with responsibility. Those who havent made any contribution to the publication shall NOT have the authors right.
Co-researchers(co-authors) and those who have involved in publications both directly and indirectly shall be properly compensated in accordance with the method mentioned in the paper.

Article 5 (Guidelines of Other Organizations)
Researchers(Authors) should be very aware of legal restrictions on their research activities.
The JEET may request researchers to follow the research guidelines proposed by a client or arelated organization(COPE or KIEE Research General Ethics Committee) in addition to the Code of Ethics for Publication and Research.
Chapter 2 Organization and Operation of Publication Ethics Editorial Committee
Article 6 (Organization)
To review the matters associated with research ethics and also to report publication ethics review results to KIEE Research General Ethics Committee, the JEET shall have the Publication Ethics Editorial Committee (hereinafter the Committee) temporary under its control.
The members of the Committee shall be composed of less than 10
The chairman shall be appointed by the Editor-in-Chief of JEET, JEET Society Editors, JEET editorial director, ex officio members of the committee and the remaining members shall be appointed by the Chairman.Thesecretary of the Committee shall be appointed by the chairman.
The terms of the Committee members is temporary and limited for the unfair act publication and submission.
If thepublication ethics review time is necessary and strict, the JEET editorial board can handle the publication ethics review instead of the Publication Ethics Editorial Committee.

Article 7 (Operation of the Committee)
The Committee shall be convened by Chairman within four weeks after receipt of the research misconduct.
The Committee shall be validly constituted when attended by the majority of its members, and the agenda shall be resolved by the majority of the members present. If the for-against votes are tied, a decision shall be made by the chairman. However, the chairmans presence shall be valid as attendance in constitution of the Committee, but has no voting rights.
The members who have engaged in a research project which is under the review of the Committee shall NOT be qualified for the review associated with the project.
The Committee shall give the members to be reviewed enough chance to express their opinion.
The Committee members shall keep the matters associated with the review confidential.
The Committee meeting-related records including minutes shall NOT be disclosed in principle.
The results of the decision shall be reported to the KIEE General Research Ethics Committee as soon as possible.

Article 8 (Functions of the Committee)
The Committee shall review the followings:

  1. Matters associated with the code of ethics proposed regarding the JEET related documents such as a paper, proposal and report
  2. Matters associated with the code of ethics and education regarding research & technology development for the JEET publication
  3. Matters accused with good faith regarding the honesty of the JEET publicationrelated researches
  4. Investigation on unfair act in the JEET related researches and publication
  5. Matters on the code of ethics submitted for discussion by senior researcher or research manager regarding the JEET related researches
  6. Other matters associated with the code of ethics for research submitted by the chairman for discussion

Article 9 (Handling of Unfair Practice)
If an unfair act is reported during the JEET related publication, the Committee shall properly investigate and handle the casefundamentallybased on the COPE flowchart and KIEE General Ethics Code.
The investigation on the unfair practice shall be kept confidential without causing any harm to the JEET or client.
Those who have been on suspicion of the unfair practice shall have a right to reject the result of the investigation conducted by the Committee. The Committee shall properly guarantee this right.
The Committee shall make out the entire review process in documents and keep them at the JEET for five (5) years after getting signature on the letter of decision from all review committee members.
If necessary, the Committee shall summon a person who is on suspicion on the unfair practice and give him/her a chance to defend himself/herself.
If the unfair practice is confirmed according to the result of the investigation, it could be officially announced, and the following corrective actions could be taken. A decision on this action shall be made by the resolution of the KIEE General Ethics Committee and Board of the Directors:

  1. Send the author anunethical practice official warning letter from the KIEE General Research Ethics Committee.
  2. Cancel publication of the related paper
  3. Prohibit the author from submitting papers for the next three years
  4. Notify the unfair act to the institution in which the author is involved.
  5. Accuse the author to law enforcement agencies.
If it is confirmed that there has been no unfair practice according to the investigation, the Committee shall take a proper action to help the accused or a person who has been on suspicion restore their honor.

Article 10 (Amendment of the Ethics Codefor JEET Authors and Publication)
The Ethics Codefor JEET Publication shall be amended in accordance with the revision procedure of the JEET editorial board. If the Ethics Code for JEET Publication is revised, it shall be regarded that the editorial board members who have vowed to observe the current rules have also agreed to follow the new rules.
1. This rule shall become effective on May 1, 2013.
